Abstract:
Guiding social capital to participate in the development and utilization of public data and promoting the value realization of public data are important foundations and guarantees for building a digital economy with data as a key element in China. This paper proposes the theoretical logic of social capital participation in public data development and utilization, constructs a dynamic game model involving the government, social capital, and data users, and validates the model using typical cases. The study finds that the introduction of social capital can effectively alleviate the financial pressure on public data development and utilization, enhance the quality of public data resource supply, stimulate data market vitality and innovation, and promote the efficient utilization of public data resources. The core logic is summarized as follows. (1) Through multi-dimensional investment in capital, technology, and talent, social capital enhances the incentive effect of data supply and ensures the "availability" of public data. (2) By promoting deep integration across boundaries, fields, and regions, it leverages the integration effect of data circulation to ensure the "smooth flow" of public data. (3) By building cooperation platforms, networks, and ecosystems, it enhances the synergy effect of data utilization and ensures the "effective usage" of public data. (4) Through the continuous accumulation of network externalities and scale effects, it creates a flywheel effect, enabling multi-party benefits and enhancing social welfare. This paper provides useful references for the better development and utilization of public data resources and for supporting the rapid growth of the digital economy.
